The Queen, as represented by the Lieutenant Governor, acting by and with the advice and consent of the Legislative Assembly. After a bill receives three readings and is passed by the Legislative Assembly, the Lieutenant Governor, on behalf of the Queen, assents to the bill by signing it. The bill is thus enacted by the Legislature.
